Most instant water heaters require at least 2 litres per minute water flow for the heater to work (to turn on the flow switch in the instant water heater), as stated in their instruction manual. Anything lower than 2 litres per minute water flow, the instant water heater will not switch on. Hence if your instant water heater is not working due to low water flow, then it will be a strong point for u to file a complain.
