No I beg to differ. It is mandatory for the govt to compensate the land's owner if the govt acquires the land for public use.
A friend who's house was located near the main road was acquired by the govt because it wanted to widen the road from 2 lane to 4 lane. The govt compensated my friend for having to give up part of his land to the govt. Only the amount of compensation need to be worked out between the owner and the govt.

Mean the govt still need to pay. If under govt project. The govt may lay hand on it. This type of matter I don't think govt will bother and waste energy. Just better wait until the owner want to develop the land. Then they talk. By give out part of the land In exchange can increase the unit density. Etc etc. everything can discuss.
This exactly same case as g residence at happy garden. Part of the land cannot be touch to make way for road. they got no choice just do part of the road and the other part wait till the g resi developer start to submit the project and require them to give out part of the land for road. The road only Fully open after 3 years when g resi vp. As a owner of the land i don't think the land owner will allow it. Unless the govt compensate him. Or he can use it as good bargain with govt.
This type of situation I don't think govt will waste their time and money for this. Unless is some national mega project or govt project.
But for now by looking the situation. I don't think so. The tar road only up until block b quiet park And stop. I might be wrong. Let c when vp. Whether the road is open or not. Or If we need to wait till the land to develop. Mean another 3 years or more to wait for the road to be connected.
