Reversing pocket in time of objects temporary... Apple, Book pages and Dr. Strange's hands (for last boss fight)... 2. Reversing the time of two entire Universe(s)... MCU and Dormammu's dimension.
Pangborn and Dr. Strange would have to channel different power/energies to regain limb usage.... in which Dr. Strange at the end of the movie have not yet master... 2nd & 3rd act happens at a very short time frame... with Dr. Strange only having one trick essentially, Infinity stone (eye of Agamotto)...
To heal his nerves/hands... he would have to reverse the time (including himself) all the way back to before the accident.
