Anyone knows how to pay Negeri Sembilan water bill (SAINS) with credit card more than 1 time?

you see, due to a pipe burst in my house, my water bill came up to RM900 and I have to pay it because it is not SAINS's fault. So I am thinking of paying RM300 x3 with the mbb cc but SAINS portal only allow you to pay once, after that the 'bayar bill' button greys out. by altering the http address, you can change the amount you want to pay, but can only pay once.

Is the preceding statement true, if I use the AMEX card on any category of spending (petrol, grocery, departmental store, pharmacy, dining and so on), in any merchant?

As long as any merchant has a AMEX card terminal, I am entitled to the benefits of cashback and 5x TreatsPoints when I swipe the card, right?

the 5% cash rebate is on weekend only and it can be used on anything as long as AMEX is accepted right?
while the 5x points can be used everyday?? so weekdays when I buy things or pay bills I also can get approximately 2% cash rebate (indirectly)?

rebate is based on transaction date, not posting date. so doesn't matter even if it's posted a few days later
