KP ICU is Turus 2 (KUP) i think... gred original is Turus 3.

Jawatan Khas Untuk Penyandang (KUP) ialah jawatan yang diwujudkan bagi mengekalkan atau menyesuaikan gred hakiki penyandang apabil berlaku perbezaan dengan hakiki jawatan yang disandarkan. Jawatan yang diwujudkan itu adalah KUP sahaja dan akan dihapuskan sebaik sahaja penyandang meninggalkan jawatan tersebut.

Which basically means just say im at level 1 and i get promoted to level 2 payscale/grade but because no vacancy, i still sit in level 1 and get level 2 payscale/grade.
