but basically we are talking about civil servants aka govt. workers.

those yb adun mp menteri etc. are NOT civil servants. they are politicians.

civil servants are appointed (dilantik) to their posts. they are appointed because they have the qualifications (e.g only a medical grad can become doctor)

politicians are elected (diundi) to their posts. they are elected by the ppl because the ppl trust them despite their qualifications.

that's why you have former tnb meter readers/train stationmasters/office clerks becoming aduns/mp/menteri etc.

because the ppl trust them (or that the ppl kena beli dengan br1m, whichever you prefer).

if you can understand this 1st, then you will undertand the rest.

yes, state secretary is the highest state civil servant post.

some states like small states like perlis and/or non federated malay states only have jusa A ppl.

most are turus III, I believe Selangor and perak are turus III.
