Did something hit the monitor hard, or did it fell down accidentally? From the picture, that LCD panel glass substrate has been cracked. This problem is usually not fixable and requires an entire LCD panel replacement (which can be expensive and cost as much as a new monitor)...

That Acer H233H has a glossy screen (I know this because I have one as a spare monitor), and usually this type of monitors (with glossy screens) are rare and expensive. For under RM1K nowadays can get monitors with high end IPS panels (especially those from Dell), which should be much better than your current one...
