Does it mean..7 and 8.1 users upgrade their OS to 10 in first year for free,but for users after the first year,they have to pay for it?

The way that Microsoft said about the "free first year upgrade" is extremely confusing.
Does it mean..7 and 8.1 users upgrade their OS to 10 in first year for free,but for users after the first year,they have to pay for it? |
