Let's say a car is parked at roadside but not a designated parking spot. Then, the car was hit by hit-and-run car but a witness managed to write down the car plate number.

While making police report, will the police officer say it is victim fault for parking at illegal spot? With that, is that mean victim can't claim the other party insurance?
