Of course, they should be allowed in if they are fine. Malaysia should introduce compulsory quarantine for all person coming or travelling from affected areas, preferably a week or two. Apart from the usual medical processes involving international students, Malaysia should even conduct their own medical tests on new entrants for added precaution. If you bothered even doing more reading, alot of countries now are carrying out the 21 day quarantine measure on visitors from the infected regions.
