One thing is what the manufacturers declare the response time to be, another is how they mesure it, for example the DELL form the first post is rated for 8ms like most DELL IPS monitors available. And then there's the way tft central measures it, which is be most accurate or "honest".

input lag. it depends also in conjuction with framerates, refresh rate, and keyboard/monitor delay.
so like the rog swift unless u have a titan/780ti sli/tri-sli .. seriously wont be a benefit to anybody.
as per usual see the gaming experience u want. buy the gc that can support that or gc's. then the cpu/mem/ssd that can help the system to not choke.
PSU/COOLing/Casing for long term efficiency and consistency.
the 21:9 is more of a multimedia monitor. not just gaming but generally more of a multitasking work monitor. gaming benefit experience is just a side on the ultra wide screen affect.
TN... if its not a 10bit .. not worth it. but those are expensive as ips if not more.
