There's no settings for screen sensitivity, it's just newer firmware.
When you flash another rom, you're flashing the kernel (new rom) along.
You can just reflash 33R to get back stock kernel.

Franco kernel? Stock kernel?

Edit: stock kernel have screen touch issue, use franco (if you're not on)
