The purpose of introducing the Rebirth function is because players have been pestering Blizzard to do something about character slots. After a Season ends, the character becomes non-Seasonal. And when a new Season comes (prior to the introduction of this function), you would have to use another character slot to create a Seasonal character to participate in the new Season. Thus, it becomes a hassle when slots are filled up after previous Seasonal characters occupy them, and if you ran out of character slots, you would have to delete the character, which if you'd wanna play in non-Seasonal, you'd have to shift his/her gear, or move things which is a hassle.
The Rebirth function (partially) address this.

Seasons is all about starting new. Nothing you've earned from previous Season (and Non-Seasonal) contribute to your current Seasonal progress. With the exception of cosmetic stuff (e.g. pets, equip xmogs, portraits, wings, etc.)Once season end, paragon transfer and boost my main character(non seasonal) says 200 to 400 paragon.
