We need 4-3-3 or 4-2-3-1

Main issue is because of Rooney, Mata and RVP.

Best striker is obviously RVP but Rooney doesn't wants to be shifted to the flanks.
Mata is also inefficient on the flanks.

Then mata is also most efficient behind the striker which Rooney also can play.

So to play 4-3-3 and 4-2-3-1, either 1 of them is dropped or 1 of them have to adjust to the position change.

The word 'never' sounds skeptical.

I wouldn't say never but I feel that you'll need the right players to do so.
