Offlane Veno should not get ganked unless the enemy uses smoke or you're within range of the enemy's disables. Level 1 Poison Ward = win.

lv 1 poison ward actually not good,need lv 2 at least...
cos lv 1,other lane support can farm from wards.....

I rather feed him the 17 gold than lose levels by getting caught out. Also, the idea is not to spam them, rather just provide vision from across the treeline.
