Yes and no. Actually this applies to all formation with 2 OMF, even without the same skill. 1 will go MIA. For my case, this happens maybe 2 out of 5 games, where one of them will do nothing the whole match. Most of the time, they will both share the load by assisting or taking long shot. It's still debatable, though. But from what I see, 2 OMF is better than 2 DMF, as I get better results from playing 433A rather than 433B. Haha... I don't know how Konami engine works sometimes.
