Funny thing is, why nobody protest when this playground was closed off to the public 4/5 years ago before this project was announced?

Based on the above two posts, it's more of a training institute than a boarding house, and I don't see anything wrong with that. After all, homelessness has been a problem for a long time. How is this an issue in the first place? And even if it does both (training and accommodation), why should we regard this as a negative? If this keeps people off the streets, I'm all for it.
