WITH a cost overrun now reaching RM5 billion, a public transit link in the Klang Valley is at risk of being scuttled unless the rail operator is able to justify to Putrajaya the costly changes it has ordered for its latest train line.

The Finance Ministry is reviewing the Light Rapid Transit (LRT3) line following revelations that the scope and design changes ordered by project owner Prasarana Malaysia Bhd caused the cost to escalate by RM5 billion, sources said.

The project cost was initially pegged at RM10 billion.

The 37km Bandar Utama-Klang extension line is undertaken by project delivery partner (PDP) Malaysian Resources Corp Bhd (MRCB) and George Kent (M) Bhd. It is slated for completion in 2020.


It is understood that Prasarana has been queried by the ministry and the Council of Eminent Persons over the ballooning cost.

Among others, Prasarana was asked why it had ordered design changes to the station, which would incur more cost and disrupt the original alignment of the tracks and lead to a need for more land acquisition.

Prasarana was also asked why it changed the original scope by increasing the train coaches from four- to six-car when its own ridership study showed that six-car train coaches would only become necessary in 40 years.

“A decision is expected this week on what to do with the project, whether to continue with the PDP or replace them with another contractor,” said a source.

It is understood that one of the options Putrajaya is considering is to allow the PDP to take over the project and revert to the original scope and design, which will save taxpayers at least RM5 billion.

The Star reported yesterday that Prasarana is considering taking over the construction of LRT3 to control the spiralling cost.

Since assuming federal power, the Pakatan Harapan government has reviewed what it said are costly public transport projects initiated by the Barisan Nasional government.

It has shelved the MRT3 line, also known as the circle line, and has ordered a cost review of the MRT2 line from Selayang to Putrajaya.

Putrajaya also shelved the KL-Singapore high-speed rail project and called for a review of the RM55 billion East Coast Rail Link .

Industry sources familiar with the LRT3 project said it was not the PDP but Prasarana’s insistence on changes to the scope of work and design that led to soaring costs.

“Prasarana is the one that kept changing the scope of work and making design changes to the original LRT3 plan. This has contributed to the project’s rising cost,” said a source.

The source said Prasarana wanted design changes to some of the 26 stations to cater for future expansion.

“Expanding the station size along the line would mean acquiring more land and that only increases cost. The original plan was to keep the station design simple and keep the land acquisition to a minimum,” the source said.

The station platforms were already designed to accommodate future expansion while taking into account the track alignment, another source said.

“But once the station design is changed, the track alignments will also have to be redone and this increased the cost.” – July 10, 2018.

Previously gomen style cannot use / sustainable anymore...
They do that to enrich some people... In the end, gomen needed to bailout.... That's why u see the debt amount so big...
