Thanks guys for all the suggestions. I've seen some high level games where supports gank at lvl 2 or 3 provided they can get it off. I guess smoke is also a very important item in getting a good gank off as well.
Most higher level plays aren't applicable to your bracket. Take it from someone who's been there and back. For the 2k & 3k brackets, you often end up being the solo support, so smoke ganks etc. don't always result in a kill. The most likely scenario is you smoke to gank a lane, but the core in that lane is too busy ricing and he doesn't notice your rotation. At the end of the day, you've done nothing except lose experience and waste gold.
Best supporting style for lower-level pubs:
1. Pick a support that can land solo kills. Avoid jungling supports, knowing when to rotate out of the jungle is a skill even 4k players have yet to master.
2. Buy only observers at the start. Don't buy sentries/smokes unless absolutely necessary. Too many 3k players overward (15 minute bootless supports are food).
3. Try for first blood. If it doesn't work, go pull creeps until you're level 2/3. There's no point in giving the opposing team a free experience advantage.
4. Rotate only when runes spawn. The night cycle one is the best, because the opponent mid will almost always walk down to the rune spot despite not having vision of the area.
5. Push whenever possible. This includes landing a couple of hits on an enemy tower every time your lane gets pushed a bit too far during the laning stage.
Bonus:
Pick one enemy player and kill him twice. Type "Haha noob <insert hero name> ez MMR." in all-chat and watch as the flaming hands you an easy victory.
