check your brake assembly first. see if the spacer is placed properly. then check if you wheel is balanced an aligned properly. usually these two things can cause these 2 problems.

that shoudn't happen..............the carrier hub should fix the distance of the rim from the suspension strut. maybe wheel bearings ?
