Afaik rebate is not illegal but it has to be disclosed / transparent.

If the developer is transparent by not hiding the package/ benefits / discount offerred to buyers, then no action can be taken againts it. For banks, if they are aware of the discount /rebates but their calculation of LTV & DSR are still based on gross SnP value, then they are at risk being taken action by BNM. Buyers /borrowers are the innocent parties and will be spare from whatsoever actions taken on the banks.

Samkor, 48 months is not unusual (so long as approval is in place) but is this project that big which requires longer period than expected to complete?

Don't think it is a very big scale project. Most likely it is under commercial title (service apartment), hence the developer try to exploit this to extend it 48 months. If solely residential condo, max I believe only 36 months.

Noted. But even if it's service apartment, if it's governed under HDA, shouldn't the standard be 36 months?

You can always talk to the developer to ask for time extension which you have already done.
