DF block A,B,C,D are under the same parcel of development, hence CCC must be together since sharing the facilities. As for VP, technically its still cant be occupied unless CCC issued.

If the project on time, normally they will get the CCC approved during VP. If got delay, vp sure come first to avoid LAD...
