It make sense to charge the owner if it is a private forest, but this is a public one, make no sense at all. Again, could be just rumors from no where.

Let's put it this way, if they screw up the 1st phase of Foresta, they gonna face doubt issues with the later 3 phases. I hope they are not that stupid.
