dry decals usually meant dry transfer or rub transfer decals given in MG kits

if you want white primer, either Mr Base White 1000 or Mr White Surfacer 1000 will do
Mr Surfacer 1000 is gray in colour
but I suggest White Surfacer better as it has more of 'primer' properties

as mushy mentioned, you might have more luck finding it in Tamiya Undergroundz
if not in stock, I suggest buying online as online shops/sellers usually have more choices in stock

Bandai don't have MG 00 Raiser waterslides, only the 1/100 NG, but most of it still usable
if not you can opt for China 3rd party waterslides or Samueldecals
