can we know why it is not allowed? only HTML not scripting code.

Allowing HTML code increases the risk of cross-site scripting. In our case, it is simpler to disallow HTML altogether rather than sanitizing user input correctly.

If there are uses of HTML which aren't possible with our bbcode, let us know and we'll consider adding an equivalent bbcode (assuming it benefits the community as a whole).

if HTML is allowed, it is very risky, for instance, i could insert javascripts or insert pop ups, frames, etc

Just use BBCODE for formatting
