What is the difference between on wheel balancing and high speed balancing? Also what is the proper name when they take out the tyre and put it on the machine, rotates the tyre and but the small balancing things on the rim. Im confused.

On-wheel balancing allows the tires to be spun at high speed, and the balancing process accounts for the nett imbalance in the whole wheel assembly, including brake rotors / drum etc.
