You can't, not from official sources (JPN). This is because the person checking can only check his or her own name.

You can always ask to see the parents and snoop around.

IE, if you want to marry a Taiwanese, the Taiwanese government wants a letter from the Malaysian government confirming that yes, you are single and thus able to marry a Taiwanese citizen.
