It seems payment with CIMB Cash Rebate card at Agoda will incur the 0.8% cross border charges.

My accommodation is only Rm400 on the receipt, but on my statement showing Rm403.40

Well, I did get the 7% Upfront Discount + I'm assuming gonna get the 5% cash rebate later.

But such a shame other card doesn't impose that cross border transaction charges but CIMB can't do that

True, I tried last weekend, upon entering my cc number there is no auto 10% off like last month.

I did choose the item that falls under the cimb category but the 10% discount still didn't come up
