1) Not sure about huawei medaipad x1 since don't own it but a quad core cortex A7 can even ran 4.4.2 smooth with no lag. OEM launcher is basically heavy skin imho. 2) you'll have to wait for huawei release their source code and hope that lots of devs working on it. Probably can surf some chinese website regarding the chinese variant of the X1. And looking at the past, you'll have to wait quite some time for huawei to release their source code though
