This happen to me before on Alienware M15 where I accidentally hit power saving mode and didn't realise it. Solution: Go to power management, turn off all the power savings mode.

For the Witcher 3, on my rig, the framerate will only dip during the morning sunshine and dusk. That is when every movements affect the processing of light rays.
All in all, great game Witcher 3
