Exactly my thoughts. My 2016 Axia E spec (Manual) does 16KM/L , sometimes 15Km/L if I drive hard and speeding. Mix city drive + highway. And with aircond.
Yes I know mine is manual, so your auto should get around 14KM/L on mix driving.

I noticed sometimes Petronas sometimes give poorer FC thats why I try reduce using Petronas.

Same car Axia E 2016 stock, mileage 90K
tyres 250kpa, aircond always

16-17km/l
50% Seremban w passenger
out accelerate all cars at traffic lights
50% Seremban-KL alone
Avg speed 120-130kmh

18-19km/l
100% outstation trip fully loaded
Avg speed 110kmh

Exclusively Petronas (excl those stations that give inferior fuel)

Update on my Axia E spec (Manual)
Using Shell Ron 95.

Driving conditions : Full city driving, frequent short distance.
Total estimated passenger weight combined. : Estimated 235kg. Somefimes carry goods.

Fuel amount: 25.4ℓ, Distance: 345.2㎞
Fuel economy: 13.59㎞/ℓ

Thats the problem with 67hp pulling 800+kg. When you add in another 200+kg, the power weight ratio diminishes drastically and engine really has to work overtime, summore in start stop traffic.

Thats why I recommend any buyers who regularly fetch passengers in city drives to consider the Myvi over the new Axia if they not prioritise handling.

Btw, Shell FC sucks nowdays across all my cars.
