erm.. are you rooted??
if so, just copy and paste the following into feature.xml, under <FeatureSet>
"
» Click to show Spoiler - click again to hide... «

after that, reboot.
this will give option to mute the camera, the AF also will silent

Btw, I do not have features.xml, its others.xml for me

The shutter sound option is displayed, but no matter HOW I try to select the OFF option, it will still be ON

hmm.. thats weird.. its works for me on every custom rom i used. (AndroidNow and x-note)
i havent try with stock kitkat rom. hmm.gif

Only on Note 3? I'm sick of Samsung already. Other than CM, TouchWiz then MIUI is too colourful. Nothing to play with anymore.
