Yes, you need the latest update Fall 2006 Update (Spring 2007 Update will come out tonight or tomorrow). If you don't have the latest update, you won't be able to connect to Xbox Live server.

You do need the latest update. For example, if you don't download the Spring 2007 Update tonight, you will be refused to connect to Xbox Live.

IINM, someone mentioned before that you can download the update from Xbox.com and than burn the file on a disc and load the disc on your 360. This way, you don't have to worry about crappy connection spoiling your console update.

Yes, but you can only play using VGA cable because IINM that monitor doesn't have Component / HDMI input.

It have both HDMI port and Multi-AV port. But there's no VGA cable bundled with the Elite package, you need to buy it separately.

Accessories (including controllers) are not region-locked.

Of course la, because they're charging different price depending on where they got their stock from.

For wireless controller:
