By the way, my 2nd system is upgraded again, now changing CPU thanks to a user in OC.uk willing to swap his 3970x with my 2500k, only adding 300+ RM (mine's 2500k got a rare batch no, don't know what it means and what the user will do with it, suppose OC'ing it). I also upgraded the ACX cooler to Accelero Extreme III (man I was totally screwed up my 3 weeks card, in a good way.) now I could OC more, hehe....

Your VRM sounds normal to me, assuming that you're OC'ing the GPU. Sapphire R9 290X VRMs is designed to withstand heat up to 120 deg. Given the cooling algorithm of the card, I'd expect those kind of VRM temperatures.
