The risk of you discharging on your computer components are much higher as opposed to the static generated by those insulation pads. Anyway static is generated if you start rubbing your hands/fingers on the pads. If you don't know anything to them, they are relatively safe.

Well i used a lot of flux the last time when I did component soldering. It's definitely needed especially when you try to solve an array of miniature caps and resistors which are about 0.5mm long! Do remember to clean out the flux with alcohol once you completed your soldering. There are a few type of flux, some come in a paste form while others may be a little more on the wattery side. I like the paste version, works wonders but when you solder, the thing gives an awful smell.
