There differences are:
1) The one quoted by master is only eligible for tourists with foreign passport, and limited to "One Time Purchase" upon arriving at Airport Terminal or Metro Pass Office. Therefore it is cheaper (like 980 yen for 2 days). These special open pass can be bundled with Keisei Skyliner or Limousine Bus.
2) The one quoted by you, the 710 yen/day is also daily Tokyo Metro pass. Albeit being normal fare version, you can buy it at ticket machine.
To make it simple, let's say you get the Skyliner bundled with special 2 day open pass. Once you use up the 2 day open pass, you will need to buy the 710 yen at ticketing machine. Or just use Suica, unless you are really sure your particular day trip will be hopping on and off Tokyo Metro a lot which will cost you more than 710 yen.

From what I know, they are the same thing. You can use ICOCA in Tokyo, the same goes to Suica user can use Suica in Osaka. Just different name to the card. However, you cannot cross region with the card.
ICOCA serves Kansai. It is like you cannot jump on a train using ICOCA, then all the way to Chubu region and Kanto region. You will need to get off and re-scan/re-enter.
Shopping, vending machine wise... As long as you see they put up the icon, you may use it in any applicable region.
P/S: If you are holding ICOCA, and by any means you are in Tokyo (Kanto region). You can only use it for JR Lines but not the Tokyo Metro. Similarly while with SUICA I can use it with JR and Tokyo Metro, when I am in Kansai I can only use it for JR Lines.
