Manchester City January transfer splurge added over £20million in transfer fee amortisation — and unknown amounts in wages — to their 2024-25 costs, in the same season their earnings from Europe dropped significantly after they exited the Champions League in the first knockout round.

Not that there’s any cause for concern in a PSR sense. City have booked significant pre-tax profits in recent years, and lost prize money from last season at home and in Europe will be, at least in part, offset by monies from this summer’s Club World Cup.

City’s profits over the previous two seasons total £154.1million, and that’s before allowable costs are deducted. So profitable have the club been that ownership has had little need to inject equity. That means City’s PSR loss limit for the current cycle is just £15m, but no matter.

We project they could lose close to £300million for the season just ended and be fine, PSR-wise.

Arsenal (estimated pre-tax loss limit in 2024-25: £97m)

Arsenal’s pre-tax loss totalled £69.8million across the past two seasons. Of that, £35.2m in depreciation is deemed an acceptable expense under the Premier League’s (and European governing body UEFA’s) PSR regime, reducing the club’s loss in their calculation to £34.6m before any further allowable costs on youth development, community expenditure and spending on the women’s team.

Set against a £105million loss over three seasons, they’d have substantial headroom, but clubs only enjoy that limit if owners inject equity (of up to £90m) over the relevant PSR cycle. Arsenal’s sole equity injection of the 2022-25 period was a £5.4m capital contribution in 2023, so their PSR loss limit is only £20.4m — the £15m lower limit available to all clubs, plus that capital contribution.

Even so, we still expect few problems, and project Arsenal could lose around £97million in 2024-25 without breaching PSR. They lost just £17.7m in 2023-24, and while operating losses were £50.3m then, they made over £50m profit on the sales of Emile Smith Rowe and Eddie Nketiah in 2024-25, as well as a decent amount on Aaron Ramsdale.
What’s more, Champions League revenue was in the £100million region, leaving few worries about compliance this summer.

Chelsea (estimated pre-tax loss limit in 2024-25: £300m)

PSR-busting tactics at Stamford Bridge have gained plenty of headlines in recent seasons, and for good reason. Through the intra-group sales of hotels, car parks and even their own women’s team, Chelsea have turned a rather tricky PSR position into one whereby they enjoy mammoth headroom — at least domestically.

Chelsea’s pre-tax result across 2022-23 and 2023-24 was profitable at £38.3million, even before any costs are deducted from their PSR calculation — and the deductions they can make are chunky. That sale of the women’s team means they won’t benefit from any cost deductions in that respect in 2024-25, but they’re hardly necessary in terms of current compliance.

Based on our projections, Chelsea could lose £300m and comply with Premier League PSR. They’ll lose a lot, but nowhere close to that much.

The picture is rather different in Europe, where UEFA strips out intra-group sales. Chelsea are already in talks over a financial settlement for a breach based on their accounts for 2023-24, and another hefty loss in the last one won’t smooth their position there. The club’s return to the Champions League next season will at least help for 2025-26.

Liverpool (estimated pre-tax loss limit in 2024-25: £75m)

Despite breaking even since Fenway Sports Group bought the club in October 2010, Liverpool’s pre-tax result for 2023-24 was their worst ever — £57.1m was shipped, which on top of a £9m deficit a year earlier put the club’s combined loss at £66.1m for the first two years of the current PSR cycle.

Liverpool haven’t been funded by equity recently, so their losses are limited to £15million over three seasons. They do, however, have chunky allowable costs. The club’s infrastructure accounts for around £16m in annual depreciation charges, while they also run one of the more expensive youth setups in England.

We estimate Liverpool could have lost £75million in their 2024-25 accounting period (which ended on Saturday) and still have been compliant with Premier League rules. In reality, with booming revenues and player sale profits of £41.9m (around double the size of 2023-24), Liverpool were considerably more likely to have been profitable last season than to have strayed anywhere close to their loss limit.

Manchester United (estimated pre-tax loss limit in 2024-25: £141m)

As detailed by The Athletic, Manchester United’s PSR position is calculated using the accounts of Red Football Limited (RFL), rather than Manchester United plc (RFL is a subsidiary of the plc entity).

That’s a pretty big factor, as in recent years the pre-tax result of those companies has diverged significantly. In 2023-24, Manchester United plc lost £130.7million before tax; for RFL, the deficit was just £36.2m. Per UEFA’s most recent European Club Finance and Investment Landscape report, pre-tax loss figures for United were €22m (£19m at the exchange rate used in the report) in 2022-23 and €42m (£36m) in 2023-24 — an exact mirror of the pre-tax results in RFL’s accounts.

The difference stems partly from RFL including none of the costs borne by the plc as part of Sir Jim Ratcliffe’s share purchase in February 2024, but also from the structure of loans within the wider Manchester United group. RFL’s bottom line benefited from booking interest income on intra-group loans owed to RFL by entities further up the corporate chain, as well as recharging staff time to elsewhere in the business (sources have told The Athletic this time comprised plc-related business undertaken by executives, such as investor relations, rather than football-related activities). Foreign exchange differences in RFL were more favourable than at the plc level, too.

Based on RFL’s loss figures, it’s a struggle to see how there were ever any PSR worries at the club — though that’s only true once Ratcliffe’s arrival was accompanied by equity investment, which raised United’s three-year PSR loss limit from £15m to £105m.

There is also the complication whereby we do not know exactly which costs United were required to add back into their PSR calculation. Both the Premier League and UEFA use a ‘reporting perimeter’ that requires you to include all costs “in respect of (that club’s) football activities”, including any amounts that occur under the auspice of other legal entities.
According to Old Trafford sources, for the purposes of their PSR calculation, United are required to strip out any foreign exchange differences and the impact of intra-group loan interest. That means United’s pre-tax loss in its PSR calculation is larger than that shown in RFL’s accounts, though still below the loss in the plc entity.

RFL’s pre-tax loss across the 2022-23 and 2023-24 seasons was £55.1million, and United’s loss limit across the three-year PSR cycle is £105m following Ratcliffe’s injections of equity in 2024. After taking into account allowable costs, and adjusting for exchange differences and the intra-group interest, we reckon United could lose around £141m in 2024-25 and still comply with Premier League rules. In other words, they’ll be fine this summer, however surprising that may seem.

What are the terms of Tijjani Reijnders’ move to Manchester City from AC Milan?

The understanding in various quarters is that Tijjani Reijnders has joined Manchester City for an initial €55 million transfer fee, rising to €65 million through ‘easily achievable’ bonuses, while more ‘difficult’ bonuses could take the deal to €70 million.

The Netherlands international has also penned a long-term, five-year contract at the Etihad Stadium, keeping his services in Sky Blue until the summer of 2030.

What has Tijjani Reijnders said upon joining Manchester City?

“I am ecstatic to be signing for Manchester City.

“City are one of the biggest teams in the world, with the best coach, world-class players and outstanding facilities. Under Pep Guardiola, City have won so many titles, and I want to help keep that going with a lot more success in the coming years.

“It is also a dream come true to play in the Premier League. This league has seen many of the best Dutch players perform through the years and it’s an inspiration to follow in their footsteps.

“I am really looking forward to getting going, meeting the other players and showing the Manchester City fans what I can do.”

What has Hugo Viana said about the completed deal?

“We are very happy that Tijjani has joined us, and we’re excited for him to join Pep’s squad.

“He arrives here with extensive top-level experience in Europe both at club level as well as on the international stage with the Netherlands.

“Tijjani adds extra energy, composure and creativity to our midfield and working with Pep and our coaches will only see him go from strength to strength.”

Ederson – 7.5

Wydad didn’t manage to put too much on target despite some promising spells in the game, so a good close-range stop on Mailula was the most asked of Ederson. Tried to create some fun for himself when under pressure, easily evading any attempts to catch him out.

Rico Lewis – 5

Contributed well to City’s building out from the back, and didn’t face too much traffic coming the other way. Was confident moving into advanced zones too. Unlucky as his follow-through saw him sent off late on.

Vitor Reis – 7

Required to be more defensively active than he might have expected, making some important blocks and sharp recoveries. Was forced into an error under pressure from Lorch and needed his goalkeeper to bail him out.

Nathan Ake – 7

Looked to be prioritising simplicity after having spent so much time out injured. Did his defensive work in no-nonsense fashion, clearing his lines when necessary.

Nico O’Reilly – 6.5

Had a handful in the form of the experienced Nordin Amrabat down his flank, managing to keep him from creating too much danger despite some hairy moments. Had some strong carries up the pitch but didn’t influence things too much in attack otherwise.

Tijjani Reijnders – 8

He’s a City player, ladies and gentlemen. Faded in influence a little in the second-half, but his ball-playing both in his own half and in attacking areas in the first was a source of much optimism for the new-look Manchester City midfield.

Phil Foden – 8 (MOTM)

Seemed to have refound a lot of that belief in himself that made him the Premier League’s finest player just two seasons ago. Scored an instinctive goal and was rewarded for some good set-pieces with an assist for Doku, and popped up in a few of those pockets from which he’s so capable of doing damage.

Rayan Cherki – 6

Not quite the spellbinding start to life that Manchester City fans will have hoped to see from Cherki, but not without some encouragement. Showed his confidence to attempt line-breaking passes and flicks and contributed well to the press, but his creative efforts didn’t come off for him on this occasion.

Savinho – 7.5

Heavily involved in a number of City’s attacking moves, threatening with his ability to go both ways down the right flank and putting in some decent deliveries.

Omar Marmoush – 7

Wasn’t afraid to try things, shooting from various positions and carrying the ball confidently. Couldn’t make a telling difference despite finding himself in good areas.

Jeremy Doku – 7.5

Got his goal which has so often been a stick to beat him with at City, although offered an example of why that’s the case with his one-on-one miss just before coming off. Still managed to threaten both with the ball at his feet and with his runs in behind.

Substitutes

Rodri – 5.5

Understandably a rusty-looking cameo from the Ballon d’Or holder as he seeks to get back into the groove after his long injury layoff. You can see that genius footballing brain is still there, but his feet will take a while to match that speed again.

Oscar Bobb – 6

Tried taking on his man but, like Rodri, is far from his sharpest without having played much football at all this year.

Erling Haaland – 5.5

Didn’t see much involvement, outside of two misses with his only sights at goal.

Ilkay Gundogan – 6

Pinged some passes about in the midfield.

Matheus Nunes – N/A

Ederson: Made sure he was alert when his teammates switched off and made a couple of necessary saves. 7

Lewis: Grew into the game and relished getting forward, proving effective near the Wydad box in small spaces. Red card was ridiculous. 6

Reis: Very comfortable in possession, just about avoided being caught out off it in the first half. 7

Ake: Went close at an attacking corner and was a calming presence at the back to keep City tight enough. 7

O'Reilly: Saw attackers run in behind him with the ball on a few first-half occasions, otherwise fairly quiet. 6

Reijnders: An assured debut, confident on the ball and happy to force the issue with passes between defensive lines for runners. 7

Foden: A goal to get City going and then an assist from a corner. A promising first hour for a player with a point to prove. 8

Cherki: Took a while to get going but showed signs of building relationships with his new teammates and linked well with Doku. 6

Savinho: Not for the first time, he looked good when he ran at the defence but didn't do it often enough. 6

Doku: Always willing to run at the backline, while also offering more deceleration for a better final pass or shot. A decent goal. 8

Marmoush: Lots of running, lots of shots without a lot of goal threat. Still waiting for everything to click. 6

Substitutes

Bobb (for Foden, 60) Tried to make something happen in the final third. 6

Rodri (for Cherki, 60) Some signs of rustiness but to be expected. 6

Haaland (for Doku, 60) One chance blasted at the goal that drew a save. 6

Gundogan (for Marmoush, 69) Saw the game out. 6

Nunes (for Savinho, 92) No time

Ederson (7/10):

Reacted quickly to smother Cassius Mailula's shot and bail Vitor Reis out. Also got back on his line quickly to save a cheeky attempt from the halfway line by Mohamed Moufid.

Rico Lewis (4/10):

Had one defensive lapse when Moufid got ahead of him and created a decent chance for Wydad. Spent a lot of time patrolling midfield, helping City run the show. Loses marks for getting sent off although he was a tad unlucky.

Vitor Reis (5/10):

A potential liability. Showed a glaring lack of awareness when he misjudged a bouncing ball and was mugged by Thembinkosi Lorch, leading to a clear chance for Wydad. He was very lucky that the forward lost his footing just before pulling the ball back to Mailula. Sent a header from a corner over the bar.

Nathan Ake (7/10):

Looked in great physical shape after missing much of last season. Started the move for the first goal, was inches away from heading home himself and defended well throughout.

Nico O'Reilly (6/10):

Drifted into midfield to give City numerical superiority although didn't get into the final third as he did so often last season.

Phil Foden (7/10):

Back towards where he wants to be. Showed good reactions to score his first goal since January and his arching corner set up Doku's goal. Loses a mark for not grabbing a second from a simple opportunity, allowing Benabid to save.

Tijjani Reijnders (6/10):

Looked comfortable orchestrating City's play in his debut game although he did not get forward as much as he might have liked due to City's ultra-attacking formation. Got more involved in the attacking moves when Rodri came on.

Rayan Cherki (5/10):

An unremarkable debut on the whole and a bit disappointing after talking such a good game pre-match. Showed some trickery and the workings of an understanding with Savinho, and created a good chance for Foden which went on to waste. A loose pass led to Moufid trying his luck from long range. Taken off on the hour mark.

Savinho (6/10):

A performance we saw many times last season. Created lots of space with his quick footwork and his cross led to the opening goal, albeit with help from Benabid. Faded in the second half but was only taken off in added time.

Omar Marmoush (6/10):

Rifled just wide of the far post in the first half. Was the victim of a brutal foul by Mailula in a painful area. Made way for Gundogan in the 69th minute.

Jeremy Doku (8/10):

City's most exciting player overall. Had a hand in the opening goal after combining with Ake and pulled off a clever finish for the second strike. Could and should have struck the third in the second period, shooting too close to Benabid. Taken off on the hour which felt harsh.

Subs & Manager

Oscar Bobb (6/10):

Got in some good positions but was let down by his team-mates' passing and the fact that the game was effectively won and they were trying to conserve energy.

Erling Haaland (5/10):

Will be disappointed not to score after getting one half-chance and one clear opportunity, bungling his one-on-one against Benabid.

Rodri (5/10):

Looked a little rusty in only his second appearance since recovering from knee surgery.

Ilkay Gundogan (6/10):

Kept City in control after replacing Marmoush.

Matheus Nunes (N/A):

Replaced Savinho in added time.

Pep Guardiola (7/10):

Picked a very attacking line-up while also resting some of his best players. It was far from a perfect performance but his side still dominated without over-exerting themselves.

Ederson-7.5/10: Made one very good save in the first and his work as a sweeper keeper was superb.

Rico Lewis-7/10: Lewis played well, especially in the second half when he got further forward. I thought the red card he received late in the game was harsh.

Vitor Reis-5/10: Had some nice moments but his mistake in the first half was a blot on his copybook. At times he looked to be a quality centre-half, on other occassions, looked every bit a 19-year-old old defender.

Nathan Ake-7/10: A good return from Ake. Defended well and made some crucial challenges.

Nico O’Reilly-6.5/10: O’Reilly struggled at left-back in the first half, but was a lot better in the second half.

Tijjani Reijnders-8.5/10: Manchester City’s man-of-the-match in my opinion. He was classy in possession and got into good positions out of possession. Controlled the game in midfield in a hugely impressive debut.

Phil Foden-8/10: Scored Manchester City’s opener and picked up an assist for their second. Looked likely and has begun the FIFA Club World Cup in good form. Foden has trained well since arriving in the United States and that form carried into today’s match.

Rayan Cherki-6/10: Had some nice touches but also played a couple of misplaced passes. Interestingly, he played in an advanced role up front before he was substituted.

Savinho-6/10: Savinho showed flashes of quality throughout the game but too often his end product was lacking.

Jeremy Doku-7.5/10: It was Doku’s driving run and cross that set up Manchester City’s opening goal. His goal came from a quality finish and Doku played well before being substituted.

Omar Marmoush-6/10: Had his moments, but his shots were either wide or his touch was heavy. An almost day for the Egyptian international.

Substitutes

Rodri-6.5/10: Rodri looked rusty but there were glimpses of quality as he grew into the second half. A promising performance.

Erling Haaland- 6/10: Had two chances after coming on but got through the game which was more important than his performance.

Oscar Bobb-6/10: Some nice touches but it was more important to see Bobb get some minutes and get through unscathed.

Ilkay Gundogan-6/10: Didn’t do a lot but was composed when on the pitch.

Matheus Nunes-N/A: Not on long enough to mark.
