 Is it safe to give out Credit card CVC code, to Hotel Booking.

And it's totally nonsense that it is needed to do pre-auth. It only means they don't have a merchant terminal.

Does your card offers any protection for fraudulent charges?

Think about this - if I can call my insurance company or even astro over the phone, give them my card number and they can charge it. They don't ask for CVV number....now why they can still make the charge?

but having said that, it could be "normal" practice to insist on giving out the CVV code, although I havent come across that yet.

We have a merchant terminal, but we cannot do any "card not present" transactions. The card must be inserted into the terminal in order to make the transaction. Don't know about hotels. We are a retailer, and do not have MOTO facilities. If you gave us your credit card number, we couldn't do anything with it.

different merchant different capabilities depends on the management and bank needs... we can set it to do with cards only or without card..
