I have a question. How do you know if a pokemon is good to be a sweeper/etc based on their IV? Like I have a timid Eevee with 31/31/31/31/x/31. Is this Eevee suitable to be a wall Umbreon? If yes, why.. If no, also why? And how do you figure out this thing?

I can answer that for you.

Timid Eevees are generally not good for making an Umbreon because Umbreon is a wall, the added speed nature does not benefit it's poor speed of 65. A good nature for Umbreon would be Calm nature, if I'm not wrong, it minus Attack, and plus Defense, something a wall would need.

As for Umbreon's IV spread, I would suggest either 5IVs without Attack or Sp.Attack, depending on what moves you wanna put on Umbreon (usually people will leave out Attack).

Your timid Eevee is suitable for being a Jolteon. It has high speed, and good Sp.Attack.

or Espeon, provided you have anticipation =D

how good a sweeper is is normally determined by the species themselves. normally sweeper are those that can pow through many of enemy team hence "sweep". for eevee, maybe jolteon or espeon can do so but some other's like vaporeon and umbreon serves more as tank/supporter than sweeper.

Well, there's always the Smogon website. Their site is very useful for Pokemon builds so you can learn how to make your team

Most of the time you can just get 5IV without attack or 5IV without special attack. Only certain situation you wouldn't want speed.

Smogon is a good stepping stone where they have some examples of good sweeper, special wall, movesets, stuffs like that.
Take it as an example and tweak it so that it fits according to your team.
When you have more experience, you can start playing around with unconventional/uncommon pokemon with uncommon movesets:)

calm - atk + SPD

bold - atk + def

For umbreon, maybe you can use careful nature (+sdef,-satk), just so you can use your atk stat for example during curse+payback combo which some ppl do back then. But it was less used ever since foul play is available to be tutored but it is still a decent combo
