You'll need to use the meter at 10mm. Should be fine. I don't think you'll be able to get decimal point accurate coz conversion from inches to mm isn't exactly to the dot in water cooling.
The XT45 and the EX240 are two completely different radiators. So don't simply buy. lol. One is better off with SP fans, and the other with AF fans. The EX is high FPI and the XT45 is low FPI. They are different things. So before jumping the gun, read up and decide.

Horrible idea. 

1. Vibration from the pump, along with weight of the reservoir will affect your fittings.
2. You'll damage the pump power cable.
3. Without proper mounting to secure the pump, the vibrations will in the long run damage your pump and make lots of noise.
4. You might just end up breaking something.

Custom make a mount mechanism from acrylic or perhaps direct mount to your case wall. If you don't have the know how, look for shepard or irienaoki

Can you mount your pump 90 degrees? Then you can mount the pump on the walls of the case. Attach the reservoir to the side ports of the pump top.
