When in high shutter speed like 1/500 or faster or when locked on a tripod. You may want to use VR even on a monopod. But I believe the newer generation knows how to detect when on a solid tripod because at times I forget to off mine and still did not notice any difference in the pics between VR off or VR on.I tot its better VR always ON
In sports, VR takes a few miliseconds to start up and stabilise before a shot can be taken. Most people switch it off as it can interfere with focusing speed. VR helps when you're doing panning and automatically detects if you're doing horizontal or vertical panning.

Me ! Speaking about VR and AF-On, it used to be that the VR motor is not activated when you focus with AF-On. I know this on the D300 and the D700. It is only activated when you half press the shutter button.
But on newer bodies like the D800, the VR motor is already activated when press the AF-On button. That's one of the new things implemented.
With regards to "slow" focus when using VR lens with VR on, the trick to make the VR motor always activated and ready to focus is to preempt the shot and keep pressing the AF-On button or half press the Shutter button a few times before taking the shot.
