Is it after exceed the 4gb quota we can still can still continue to download at the capped speed?

I do some google just now and found out 1mbps = +- 120kbps download speed

so the download speed will be capped @ 7mbps = +-840 kpbs

it is quite ok actually.. or I am wrong??
