the pixelized scenes still there no matter what decoder u use
but decoder + deblocker(post processing) might solve the pixelized problem.
any mpeg4-asp decoder(xvid, libavcodec, divx) should be no problem to hadle this video, as long as ur computer is able to handle the power hungry post processing filter.
