In my opinion it does not happen to only Caltex alone and this isn't really about the brand but more to the operator.

Tried on PLUS highway with similar driving style/condition, KL to Penang using BHP and back to KL with Caltex. BHP tends to give me slightly better mileage from the ODO meter of about 0.5km/L.
