Why don't you lodge a police report, since u already have his picture, IC and phone number. Fraud is a serious criminal offence.
Alternatively, even if he is not a conman, you can go to a lawyer and sue for breach of contract and under the tort of negligent misrepresentation and fraud!
Don't be afraid to bring criminal and wrongdoers to justice!!
