No. There are no software that can read power consumption directly from your computer. As suggested, you may try those calculators that estimates the power consumption. From what you've so far posted, I can see that you may face instability problems. You have 2 HDDs and you monitor drinks the juice from your PSU. But there is no processor information. And is your monitor a CRT monitor? Perhaps you want to post your computer specifications for the forumers to advise.
