For Agoda book now pay later option, will it be based on the amount in MYR at the time of booking or the current exchange rate?

I just found that my pay later booking in Booking.com has increased by RM200 as it is based on local currency 
add: just received reply from CS, payment based on amount at the time of booking...phew 

I heard my friend said that if selected for "Pay later", the currency rate will be based on later when charging to your card, not the time you booking...

Hi guys, im planning to get a citibank cash back credit card, i have a few question want to ask all the sifu here
1) is there any rebate for online transaction ( air asia, hotel, etc etc )
2) The annual fee is waived if there is a minimum swipes , is that apply to 2nd year and onward
3) Is there any cons that i should know of? I mainly use for petrol, some grocery and sometime online transaction
