WTF, can the SM buy below IPO price

my question is can SM buy below IPO price. All tis while I tot SM need to "support" at IPO price & make sure the company price don't drop below IPO for certain period or until quota finished.

I think there's more story to why SM is "supporting" below IPO price

either today or tomorrow,
