Not just you I guess, even my company SDSL and ADSL 4Mbps have this issue, intermittent slow and sometimes can't even connect to those US websites.
Seems to have stable right now though... (morning 9AM)

VIP<any number> has HyppTV, BIZ<any number> is business series, thus does not has HyppTV but have online storage, website, SMS Blaster, etc for business application.

You can test using other testing method, such as monitor using 3rd party monitoring software.
Also you can uses good download source and check the bandwidth, Speedtest site just act as a guide to your ISP provided speed, not really represent the actual real-time speed.
Btw, the speedtest also very much depends on your browser.

Only "Virtual Server". Have a look at this video, hopefully this is the same series/model that you can follow.
