For my case, my bill is on 16th of every month. On 24th of July, I installed on my Unifi.
On 16th of August, I received my Unifi e-statement. The charges are one-off Stamp Duty Fee of RM10.00; Pro-rata of Unifi usage from 24th of July to 15th of August; and Unifi Monthly fee from 16th of August to 15th of September.

For you case, you bill could be like this breakdown IF the payment date is 16th of every month..
- Stamp Duty Fee = RM10.00
- Monthly fee from 2nd of October 2013 to 15th of October 2013.
- Monthly Fee from 16th of October 2013 to 15th November 2013.
If you have a e-statement, this statement should be in email INBOX on 16th of October 2013.

I guessed you are using Auto-pay to make payment for your Unifi.
Based my personal experience, my e-statement is 16th of every month.
On 20th, I will received an SMS to inform me that my e-statement is available online. You go to logon to myUniFi at www.unifi.my for billing viewing and payment details.
On 24th, I will received an SMS to inform me that I have made payment.

Remember that your statement for payment will be available on 16th of October 2013, based on my criteria.

I received my monthly statement via email on the 16th of every month.
My auto-pay will be trigger on 23rd of every month (Next statement you will see your payment).
So far, I will received an SMS from Unifi on the 26th of every month.

Today, I received my bill for 16 Nov 2013. I used the landline to make a call to another landline as it was not a TM line, I got charged and I have to pay an Service Tax of 6% based on the charge by the landline call.
I am never going to use this landline to call unless I am sure the receiver end is a TM number.

Could it be power extension cord?
Unifi needs at least 4 power plug socket.

You need two more power sockets.
Unifi setup needs four power sockets for a modem, a wireless router, a cordless telephone and a hypptv decoder.
Don't forget the power sockets for your tv and home theatre.I have a 6 socket power extension.
You need to find out if you need a long telephone cable ( from your wall telephone outlet to your Unifi modem) and it is not expensive to buy them at a IT hypermarket.
You don't need to pay the contractor anything unless you asked to do some jobs that are not included in the standard Unifi set-up.
If you want, you can give the contractor some money to buy a cup of coffee.

For me, my unifi modem, wireless router, hypptv decoder and the cordless telephone are very close to each other.
I bought a 50m telephone to connect between the unifi modem and the telephone outlet on the wall.
If you set-up the Unifi modem and wireless router closely, you don't need to worry about the lan cable or else you have to buy a longer lan cable.

I guessed you are getting a home VIP package?
The cordless telephone is included in the package.
You don't need to pay anything.

Unless you asked the contractor to do some extra work, then you might need to pay the contractor.

That should be VIP5.
I am using the same package.
You should not be paying any money.
If you have any issues on this, call TMnet helpdesk or you visit TM point office.

My case is I went to register at the TM point at Jalan Raja Chulan.
If I have any issues, I will call them for assistance.
